0.1 Background and Motivation
0.1.1 The Proliferation of Ranking Systems
Rankings have become one of the most influential instruments shaping public perception, institutional behaviour, and policy decisions worldwide. From university league tables and city livability indices to brand value charts and restaurant guides, ranking systems now permeate virtually every domain of human activity. The global ranking industry generates billions in consulting and licensing revenue annually, and its outputs influence decisions ranging from individual consumer choice to national strategic planning.
This proliferation, however, has not been accompanied by a commensurate evolution in methodological rigour. Ranking systems vary dramatically in their design, execution, and transparency, creating a landscape in which methodologically unsound rankings coexist with carefully constructed ones — often indistinguishable to the end user.
0.1.2 Lack of Methodological Consistency
The absence of a universal methodological framework for rankings has resulted in several systemic problems:
a) Opacity of methodology : Many ranking systems do not disclose their indicator selection criteria, weighting schemes, or data collection procedures, making it impossible for stakeholders to assess the validity or fairness of the results.
b) Incomparability across rankings : Even within the same domain, different rankings employ divergent methodologies, producing results that are not merely different but fundamentally incompatible, undermining the credibility of the entire ranking ecosystem.
c) Vulnerability to manipulation : Without standardised safeguards against conflict of interest, selective data presentation, and methodological post-hoc adjustment, ranking systems are susceptible to intentional or unintentional bias.
d) Erosion of public trust : Recurrent scandals involving undisclosed methodology changes, preferential treatment of paying clients, and irreproducible results have progressively eroded public confidence in ranking systems as instruments of objective assessment.
0.1.3 The Need for a Universal Framework
The challenges described in 0.1.2 are not confined to any single domain. They are structural characteristics of the ranking ecosystem as a whole, arising from the absence of a common methodological foundation. While certain domains have developed domain-specific guidelines — notably the IREG Berlin Principles for university rankings and the ISO 20671 framework for brand evaluation — no universal standard addresses the methodological requirements shared by all ranking systems regardless of domain.
ICO Std 2002 is developed to fill this gap. It establishes a universal methodological framework that:
— defines the core principles and requirements applicable to all ranking systems;
— provides an extension mechanism through which domain-specific requirements can be specified without compromising the integrity of the core framework;
— establishes verification and audit provisions that enable independent assessment of a ranking system’s conformance to the standard; and
— promotes interoperability and mutual recognition among ranking systems across different domains and jurisdictions.
0.2 Development Process
ICO Std 2002 was developed by the International Communication Organization (ICO) through a multi-stage, consensus-based process in accordance with the principles of openness, transparency, and stakeholder inclusiveness.
0.2.1 Working Group Formation
The ICO convened the Ranking Methodology Technical Committee (RMTC) in 2025, comprising experts from the following constituencies:
— academic researchers in statistics, psychometrics, and evaluation methodology;
— practitioners from established ranking organisations across multiple domains;
— representatives of ranked entities, including universities, municipalities, and corporations;
— data governance and quality assurance specialists; and
— consumer protection and public interest advocates.
The RMTC was tasked with preparing a working draft based on a comparative analysis of existing ranking standards, guidelines, and best practices.
0.2.2 Stakeholder Consultation
The working draft was circulated to identified stakeholder groups for comment, including:
— ranking practitioners and publishing organisations;
— organisations subject to ranking assessments;
— national and international standards bodies;
— academic and research institutions; and
— civil society organisations concerned with information integrity and consumer protection.
All substantive comments received during the consultation period were reviewed by the RMTC and, where appropriate, incorporated into the revised draft. Disagreements were resolved through deliberation and, where necessary, formal vote in accordance with ICO procedural rules.
0.2.3 Public Review
The committee draft was released for public review to enable broader participation, particularly from stakeholders not represented in the formal consultation process. The public review period provided an opportunity for any interested party to submit comments and proposed modifications.
Comments received during public review were adjudicated by the RMTC, and the draft was further revised to produce the final draft submitted to the ICO for approval.
0.3 Relationship with Other ICO Standards
0.3.1 ICO Std 2001 (DPP-CQ) Integration
ICO Std 2002 is designed to operate in complementary conjunction with ICO Std 2001 (Digital Product Passport — Credibility & Quality, DPP-CQ). While ICO Std 2001 establishes the requirements for digital product passports — structured, verifiable records of a product’s quality, origin, and sustainability attributes — ICO Std 2002 defines the methodological requirements for ranking systems that may use such passport data as input.
The relationship between the two standards is characterised by:
— Data provenance: Where a ranking system uses data sourced from DPP-CQ compliant records, the data quality requirements of ICO Std 2001 may be relied upon to satisfy the corresponding data quality provisions of Chapter 7 of this standard.
— Verification layer: DPP-CQ provides the verification infrastructure that underpins the audit trail requirements of Chapter 10, enabling traceability from published ranking results back to verified source data.
— Mutual reinforcement: Conformance with ICO Std 2001 by data providers enhances the reliability of ranking inputs; conformance with ICO Std 2002 by ranking entities enhances the credibility of ranking outputs. Together, the two standards form an end-to-end quality assurance chain for ranked information.
0.3.2 ICO Standards Framework Alignment
ICO Std 2002 is aligned with the ICO Standards Framework, which provides the overarching architecture for all ICO standards. The alignment ensures:
— consistent terminology and definitions across ICO standards;
— harmonised conformance assessment procedures;
— coordinated versioning and maintenance; and
— coherent governance and evolution of the ICO standards ecosystem.
0.4 How to Use This Standard
0.4.1 For Ranking Practitioners
Ranking practitioners — including ranking organisations, consulting firms, and in-house assessment teams — should use this standard as the methodological foundation for designing, implementing, and publishing ranking systems. The core layer (Chapters 1–11) provides the mandatory requirements applicable to all rankings, while the extension modules (SE-01 to SE-10) provide domain-specific guidance. Practitioners should:
— begin by assessing the conformance of existing ranking systems against the core requirements;
— use the extension module applicable to their domain to identify additional requirements; and
— implement the transparency and audit provisions to demonstrate conformance to stakeholders.
0.4.2 For Auditors and Certifiers
Auditors and certification bodies should use this standard as the basis for independent assessment of ranking systems. Chapter 10 (Audit and Traceability) and Chapter 11 (Compliance) establish the specific requirements for audit procedures, evidence collection, and conformance determination. Auditors should:
— verify conformance with both the core requirements and applicable extension modules;
— use the transparency report (see 3.1.11) as a primary audit artifact; and
— follow the conformance classification scheme defined in 1.4.
0.4.3 For Policymakers
Policymakers and regulators should use this standard as a reference framework for developing regulations, guidelines, or procurement requirements related to ranking systems. The standard provides:
— a clear definition of what constitutes a methodologically sound ranking system;
— a conformance framework that can be referenced in regulatory instruments; and
— a mechanism for mutual recognition of ranking conformance across jurisdictions.
0.5 Structure of the Standard
ICO Std 2002 comprises the following components:
— Core specification (Chapters 0–11): the foundational and normative requirements applicable to all ranking systems;
— Extension modules (SE-01 through SE-10): domain-specific supplements to the core specification;
— Annexes: informative and normative annexes providing supplementary guidance, mappings, and governance provisions:

- Annex B (informative): ISO Standards Alignment
- Annex C (informative): Application Examples
- Annex D (normative): RMTC Rules of Procedure — the governance framework for the Ranking Methodology Technical Committee
The normative annexes (currently Annex D) form an integral part of the standard and have the same authoritative force as the main body. Informative annexes provide guidance and context but do not impose normative requirements.
